Notification Actions Drop Down Options Vary Depending On User

Symptoms

Inconsistency is observed in the action menu approval screen for the task . When approving a purchase order one user has the option to Request information or Adhoc Route. However another user Actions only has the Save option. Both users have the identical roles.

The issue can be reproduced at will with the following steps:
