No Expense Policy Violation With User Defined Exchange Rate

Symptoms
An Expense policy is setup and works as expected in the functional currency, however when using a 'User Defined' exchange rate, the Expense Policy is not violated.
Example
--------
1. Set the Currency Rate as User Defined.
2. Create Policy with a 9.30 GBP limit.
3. Create ER for meal for 10 GBP.
Policy violation as expected
However
4. Create ER for 60 EUR and user exchange rate of 3 (180 GBP)
No policy violation.
Note - If the Spot and Corporate exchange rates are used, the application behaves as expected.
