Symptoms
To restrict the Subledger Journals posting into Secondary Ledger, the Journal Conversion Rules for the Payables Source is set to 'No' for 'Transfer Journals to this Secondary Ledger' but still Subledger Journals are posting to Secondary Ledger.
Expected Behaviour

If 'Transfer Journals to this Secondary Ledger' is set to No for specified Source then system should not post the data in Secondary Ledger.
Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Secondary Ledger with Data Conversion Level as 'Subledger'.
2. Setup Journal Conversion Rule, Source - Payables, Category - Other, is 'No' for Transfer Journals to this Secondary Ledger.
3. Create the transaction in Payables and Post It, the related JV is posted in Primary as well as Secondary Ledger.
