Unable to export disabled columns in Worksheet Export Administrative Report

User is unable to export disabled columns in the Worksheet Export Administrative report. This can be reproduced in all plans.
Observe no disabled columns to choose.

User should be able to export disabled columns in worksheet.

The issue can be reproduced at will with the following steps:
1. When navigating to the plan export (Compensation > View Administrative reports > Select Plan > Worksheet Export).
2. View > Columns > Manage Columns..
3. Disabled Columns are not showing.
