Benefits Billing Error While Generating Charges (Doc ID 2352865.1)

Symptoms

On : 11.12.1.0.0 version, Manage Benefits

When attempting to carry out a Benefits billing transaction,
the following error occurs.

ERROR
-----------------------
The benefit billing charges for person Benefits Employee2 could not be created as there are no valid enrollments or chargeable values, or the bill was stopped.(BEn-991185).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Benefits Administration
2. From the task pane choose Enrollment
3. Search for Associate
4. Choose Manage Benefit Coverage Charges from task pane
