Why on creating Secondary Classification we receive error "A record with this combination of values already exists", although it doesn't exists ? (Doc ID 2356556.1)

Goal

Why on attempting to create secondary classification we receive following error: "A record with this combination of values already exists" although it doesn't exists ?

The issue can be reproduced at will with the following steps:
1. Payroll>Payroll Calculation>Manage Element Classification;
2. trying to create a secondary classification - "Benefits Employer Paid" under Primary Classification- "Employer Liabilities";
3. (even though there is no ‘Benefits Employer Paid’ secondary classification present for CA legislation) the system throws an error when trying to create

Observation:
Below query doesn’t return anything for CA either.
select * from pay_ele_classifications_vl where base_classification_name like '%Benefits%Employer%'

Due to this issue, users cannot manage/ create element classifications.
