User Cannot Login With Error "The page isn't redirecting properly" (Doc ID 2360810.1)

Symptoms

  Some user can not login to fusion application. In firefox, they will get error "The page isn't redirecting properly"; in IE, they will see browser spinning; in other browsers, they will see No Access

Steps to reproduce:

1.  Access fusion application with the problem user's credential

the user will get the error
