HDL Worker.dat Unable To Load Person Address With Custom Address Type (Doc ID 2361925.1)

Goal

When attempting to load addresses for workers which reference custom address types gets:

"the effective end date of the previous row must be earlier than the effective start date."
User is able to add via UI, but not via HDL Worker.dat

User also changed the file without Effective End date for a different worker, but gets and same message.
