HDL Worker.dat Unable To Load Person Address With Custom Address Type

Goal
When attempting to load addresses for workers which reference custom address types gets:
"the effective end date of the previous row must be earlier than the effective start date."
User is able to add via UI, but not via HDL Worker.dat
