Symptoms

When attempting to resend the Purchase Order Document which failed on OSN getting below error message

Error:

The resend of 20180118.141407936.PROD.doc-f failed with following error:
Controll Number 20180118.1414.07936.PROD.doc-1 has no attached document

XHUB-148

Steps:
The issue can be reproduced at will with the following steps:
1. Navigate to OSN.oracle.com
2. Find the document which is failed in Monitor page
3. Try to resend the document get error
