SaaS-PaaS:User identity synchronization from this SaaS instance to the PaaS Identity Store ESS Job Fails With User Not Found Error

The User identity synchronization from this SaaS instance to the PaaS Identity Store ESS job fails to assign roles to a user account that was previously created in Fusion Cloud Application.
Errors noted in the the ESS log file:
Steps to Reproduce Issue:
- Create a new user account in Fusion Cloud Application using Security Console
- Assign the desired job roles to this user
- Execute the User identity synchronization from this SaaS instance to the PaaS Identity Store ESS job to synchronize the user to SIM
- The job fails to synchronize newly created user and/or role assignments with the error noted above
