Unable to save attachment for newly created attachment category

The issue can be reproduced at will with the following steps:
 1. Navigate to Product Management -> Product Information Management
 2. Open right task panel and select Manage Items
 3. Search for an Open Item
 4. Select attachments tab
 5. Add attachment
 6. After attachment is loaded select Save
 7. Attachment disappears
