No Data Found in Receipts OTBI - Suggest What is missing

When attempting to Create a Custom Report to show the receipt details
the following error occurs.
The specified criteria didn't result in any data
The issue can be reproduced at will with the following steps:
1. Navigate to OTBI
2. Create a report to show the receipt information for a PO
3. It results in No data found error
