Unable To Re-Select Null Value in Gender Field During Manual New Hire Process

When attempting to hire an employee, user selects Male or Female then clicks on the Gender drop down once again, the null option is no longer available.
1. New Hire
2. Populate the required fields
3. Click on the Gender field and notice there are 3 options:
4. Select either Male or Female
5. Click the Gender drop down once again and notice the null option is no longer listed
