Not Able To Initiate Digital Signature For BPA

When trying to initiate signature process for BPA, user is getting an error. The same user is able to initiated contract signature but not BPA.
You must have a valid account with the signature solution provider DocuSign to send documents for signature. PO-2055525
The issue can be reproduced at will with the following steps:
1. Open Blanket Agreement
2. From Actions select Prepare for signature
