How to Restrict Descriptive Flexfield Based on Ledger/Legal Entity Level? (Doc ID 2398241.1)

Not able to restrict Descriptive Flexfield (DFF) created at Purchase Order Header level based on Ledger/Legal Entity level.
With already a setup done for a ledger (say Ledger-1) it is the requirement to capture extra information regarding the  Purchase Order (PO), so DFF was defined and made it mandatory to enter the data.
Now it is going to implement another ledger (say Ledger-2).
Both ledgers have different Legal Entities, Ledgers, Business Units, Users etc.
Now, the requirement is, when user of Ledger-2 enter a PO, DFF defined for users of Ledger-1, should not be seen here.

How to restrict DFF on Ledger/Legal Entity level?
