Fusion Application - United States Legislation: Employee Active Balance Report FAILS When Added To Payroll Flow (Doc ID 2399235.1)

When running the employee active balance report within a custom payroll flow, it completes with errors.
There is no error messages given in the UI or in the log files.

The employee active balance does not fail when it runs by itself outside of the flow.

The issue can be reproduced at will with the following steps:
1. Setup Custom Flow
2. Run the active balance report
3. See that it completes with error, but no message given
