Has the required Geocoding setup tasks been performed?
Has "Populate Location Latitude and Longitude Information," Task run successfully ?
Are the Longitude and Latitude values set for the object?

- location services to be enabled on device
- Longitude and Latitude columns to be populated for addresses on Oracle Sales Cloud
