Unable To Search Users After Upgrade To R12

Symptoms

  Customer got following error when trying to search user in security console

cannot initliaze ipfApi due to null : oracle.igf.ids.IDS Exception




Steps to reproduce:

1. Login to fusion application
2. Click Navigator -> Tools : Security Console -> Users
3. Search for any user
You will get an error as below
