Can Supplier Get Internal Help in Supplier Portal While Registration Is in Draft and Before Submitted?

In EBS, the client will commonly have to assist users as they go through the registration process. Clients have the ability to see the suppliers registration while still in draft, and prior to it being submitted.
Does this functionality exist for Cloud, within the Supplier Portal?
Question refers to Supplier's who register via Supplier Portal. If a Supplier has issues, can they reach out to an internal contact in order to get help if needed?
Could the client view the supplier registration, while it's still in process and before the supplier registrant submits, in order to assist?
