Transfer To SLA Process Not Picking All The Employees When Consolidation Group Is Left Blank

There are two payroll runs in the same month with different Consolidation Groups. When Transfer to Subledger Process is run without giving the Consolidation Group, the process is considering the employees who belongs to the Consolidation Group which is configured as default Consolidation Group.
Steps to reproduce the issue:
1) Run a Payroll for an employee by giving the Consolidation Group which is configured as the Default Consolidation Group for the Payroll.
2) Run a Payroll for another employee by giving the Consolidation Group which is NOT configured as the Default Consolidation Group for the Payroll.
3) Run Transfer to Subledger Accounting process by NOT giving any Consolidation Group.
4) Transfer to Subledger Accounting process considering ONLY the employee whose payroll was run with the default Consolidation Group.
