Symptoms

On : 11.12.1.0.0 version, Contract Authoring

ACTUAL BEHAVIOR
---------------
Users not receiving neither bell nor email notifications only to Contracts , For requisitions we are receiving the notifications successfully.


EXPECTED BEHAVIOR
-----------------------
When a contract is submitted for approval or Approved, respective users on contract should get notifications.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Contract
2. Submit Contract for Approval
3. No email or notification received for the same

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot follow up on contracts
