Symptoms
Not Able to Submit PO for Approval Because of Budget Warning
The customer implemented budget control on "Advisory" level so it have to give warning only and allow the transaction to pass but in the current situation,
when the user makes change order they have warning because of budget and application not allow to submit the PO.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Edit PO - click on exclamation sign see error: 'A pending change order exists which failed funds check with a warning. A change order is pending. '
2. make Change order
3. the distribution passed funds check with a warning
4. submit PO - > funds check failure - advisory warning insufficient funds -> blocking the PO
