Goal
How to create approval rules without user accounts being setup ?
1. If creating an approval rule where approval is required by a 'Single Approver' and hard coded an approver name, is it possible to save and deploy the approval rules if the user account for that employee is not yet created but the employee record is available ?
2. Is it possible to associate an employee with an approval group if only the employee record is available and the user account is not yet created?
