Unable to Upload Attachments From Product Portal If Attachment Name Contains Non-Latin Character (Doc ID 2429742.1)

Symptoms

On : 11.1.9.2.0 version, Import Items

When trying to import item attachment, if attachment name contains any Swedish character(ex: Marknadsinfo Rökt skinka tunna skivor PLB.xlsx) or some special character then attachments will not be imported and Item import will finish with error "An application error occurred."

Due to this issue, users cannot import item attachments with file names in non-latin characters.
