BPA Control - Retroactive Price Update Section Not Appearing

Goal
User tried creating a BPA and Retroactive Price Update section is not appearing on the page.However for Edit BPA section is showing the Retroactive price
The issue can be reproduced at will with the following steps:
-->Navigate to procurement
-->purchasing
-->Task click on create BPA
-->Give the details and click on control tab --> the Retroactive Price Update section is missing
