Action Details Are Not Available Because The Approval Process Is Being Prepared. Try Again Later (Doc ID 2438794.1)

Symptoms

After the clone in Test instance, when user is trying to query the Purchase Requisition which are in Pending approval status.
Click on "Pending Approval" hyperlink, actually users are supposed see the approval.

But when user clicks on pending approval on requisition from manage requisitions screen, it's showing below message.
Action Details are not available because the approval process is being prepared. Try again later.

ERROR

Action Details are not available because the approval process is being prepared. Try again later.
After one or two min, if he clicks on pending approval icon on requisition, it's showing approval tree.

STEPS TO REPRODUCE THE ISSUE

The issue can be reproduced at will with the following steps:

1. Create a non catalog requisition
2. Search above created requisition from manage requisitions task
3. Click on pending approval link
4. It shows below error message
"Action Details are not available because the approval process is being prepared. Try again later."

BUSINESS IMPACT

Due to this issue, users cannot see approval tree after the requisition creation.
