Individual Worker Display Issue - Only First Section Is Populated Initially (Doc ID 2438885.1)

Symptoms

 On : 11.13.18.02.0 version, .Set Up Compensation Management

ACTUAL BEHAVIOR
---------------
Configured an Individual Worker Display. Created three sections: Employee Info, Salary, and Approvals. When user click on the worker's name to open the Individual Worker Display, only the first section is populated, the other two are blank. User have to scroll to the next EE and then back to populate the Salary and Approvals sections.

Workaround:
1. Changing the Proposed Action selection had the two sections populated.
2. User have to scroll to the next EE and then back to populate the Salary and Approvals sections

EXPECTED BEHAVIOR

Expect to open three sections: Employee Info, Salary, and Approvals

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Compensation > Workforce Compensation -> Manage Plan > Select Plan > Worksheets > Configure Individual Worker Display > Plan Job Changes Plan Configure Individual Worker Display

Enable Individual Worker Page : Yes
Page Style : Single vertical page

Page Content
Section 1 Employee Info Sequence 1 Enabled
Section 2 Salary Sequence 2 Enabled
Section 2 Approvals Sequence 3 Enabled

2. Run the Start process

3. Compensation > Workforce Compensation -> Act as Proxy Manager > Search Manager > Click on Compensation Plan task > Worksheet > click on worker Name Only Employee Info is expanded
