PRC:PO: How to Create Search Watchlist Count Value to Be Updated?

Symptoms
Process Requisition User-Created Search/ Watchlist
The Process Requisition User-Created Search is created by user and added to the Watchlist.
When the user reviews the Watchlist, the search is displayed under Purchase Requisitions, but the count value is not being refreshed.
When the user hovers over the search name, the following message is displayed:
' Refresh in progress: Time since last refresh: XX hours and XX minutes despite of having setting very small refresh rate (300 seconds, 5 minutes)'
The issue is for :
Purchase Requisitions / User-created saved search
My Purchase Requisitions / User-created saved search
Purchase Orders / User-created saved search
Other searches are being successfully updated, such as:
ManageRequisitions/User-Created search when added to Watchlist, appears under My Purchase Requisitions and its count is updated successfully.
Steps to Reproduce:
1. Create a custom search
2. Add custom search to Purchasing Requisition > Watchlist
3. Add the custom search to Process Requisitions
> Number of records retrieved is 2
4. Review watchlist - number of matching records shows 0
