On : 11.12.1.0.0 version, Manage Benefits

ACTUAL BEHAVIOR
---------------
Unable to enroll employee in benefits as of 6/1/2018 after reviewing changes to Work Relationship

EXPECTED BEHAVIOR
-----------------------
Should be able to enroll employee in benefits.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to enroll employee in benefits.
2. See that employee can be enrolled as of 6/28/2018
3. Employee cannot be enrolled as of 6/1/2018

BUSINESS IMPACT
-----------------------
This is not allowing for the employee to be enrolled at the correct date.
