Symptoms

New item requests are not created after Item import.

ERROR
-----------------------

The new item request number must be sequence generated, not rule generated or user-defined. (EGP-2775957)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Generate Item Import FBDI File with Item status as Draft.
2. Load the CSV file to interface for import.
3. Once done, execute Item Import.
