Cannot Process Stuck PO via CMK (Doc ID 2462266.1)

PO stuck and cannot process the order via Collaboration messaging Framework (CMK).

Due to this issue POs are stuck for a specific vendor and users cannot communicate to Supplier.

Steps To Reproduce
1. Create Supplier but by mistake do not assign the CMK setups.
2. Purchase Orders are created.
3. Since the CMK setups are not there transformed messages are not triggered out
4. Attempt to send the CMK again for those Orders but not able to trigger it.
