Goal
When creating a Smart Form, user cannot select the Contract Purchase Agreement (CPA) on the smart form with the start date is in the future.
Once the user changes the start date on the Contract Purchase Agreement to a date earlier than current date, then can add the Contract Purchase Agreement to the smart form.
This prevents Procurement Catalog Administrator preparing Smart Forms and adding to Content Zones prior to the start date of the Contract Purchase Agreement
