Error When Click to View Change Order Details for Agreement (Doc ID 2494320.1)

Goal

When click on View Change Order link for agreement, system will prompt error that 'You cannot perform this action on documents that are in status of pending Approval'. This happen in the approval notification or manually open from the agreement form.
