PRC:POZ:List Of Values For DFF "Value" Column Is Not Translating

Symptoms
When Logged into the UI under another language (ie: Arabic) the "Value" portion of a supplier registration DFF LOV is NOT being translated to Arabic
Only the Description Column of the DFF is translating
The issue can be reproduced at will with the following steps:
1. Setup DFF and Deploy
2. Go to Supplier Registration
3. Click on the DFF Drop Down
3. DFF Value is not translated -- the "Value" however, is translated
Due to this issue, end users utilizing the Arabic UI are seeing information that is not translated
Changes
