User ID Does Not Have A Valid Membership In This Account Error When Using DocuSign (Doc ID 2496520.1)

When trying to call DocuSign to electronically sign a contract in the contracts module, we get the error message.

This issue is NOT consistent across all users. It is only happening for users that recently joined TCF over the past few months.
 I confirmed with our security team that the user is setup correctly in the security council. TCF upgraded to R13 several months ago so I don't know if the issue is related to that but Oracle isn't able to successfully make the call to DocuSign.

I have also talked with DocuSign support to ensure I have DS configured correctly.
