Unable to Create User In R12 Using Security Console Due To Internal Error In Identity Store (Doc ID 2496592.1)

Symptoms

When attempting to create a user in security console the error "Failed to create user XXXX" occurred.




The issue can be reproduced at will with the following steps:

  1. Navigate to Security Console.
  2. Click on User Tab.
  3. Click on Add User Account.
  4. Enter the user information and click on Save and Close button.

Due to this issue, Unable to create user accounts.
