PRC:PO: Some Data Retrieved in OTBI for One User but for End User Not Appear (Doc ID 2501349.1)

Data is showing when user is viewing the OTBI report.

But when another user (Payables Manager) is viewing the same OPBI report is not able to view the data in few columns.

One of the reason is buyer role is not assigned to the Payables Manager. But customer concern is, if the buyer role is assigned to Payables Manager, that user is able to create Requisitions/Purchase Orders (POs) which is wrong.

How to achieve this?
