PRC:PO: Incorrect Time Zone Under "Manage Purchasing Descriptive Flexfields" (Doc ID 2501645.1)

Symptoms

Incorrect Time Zone Under "Manage Purchasing Descriptive Flexfields"

While adding a contract number to the Purchase Order Descriptive Flexfield (DFF)
user must click "Deploy Flexfield" after changes. When this is done, application
states the most updated deployment date/time under the 'Deployment Date' column.

However, it is showing +5 hrs.
User made the change at 7:34 AM on 12/28/18 but time is showing incorrectly at 12:34 PM.

Due to this issue, incorrect date/time is rendered is causing confusion
for staff and to auditors because the system is not accurate in process timing. 


Steps To Reproduce
1. Go to Manage Purchasing Descriptive Flexfields.
2. Adding a contract number to the Purchase Order Descriptive Flexfield (DFF).
3. Click "Deploy Flexfield" after changes.
4. Application updates Deployment Date field with correct date, but time stamp is +5 hrs from actual time.
