Symptoms

Unable to perform perform issue transactions via FBDI/REST/SOAP
for DUAL UOM controlled items with the Defaulting Control values of 'Default'
or 'No Default'

ERROR
-----------------------
The value of the attribute
SECONDARY_TRANSACTION_QUANTITY
is not valid.

The quantity -x must be greater
than or equal to the allowed
deviation -.xx.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Take a DUAL UOM controlled items with the Defaulting Control values of 'Default' or 'No Default'.
2) Try to perform a miscellaneous issue transaction for that item with primary and secondary quantities that are deviated but within the allowed deviation via SOAP/REST/FBDI.
3) Navigate to Inventory Management > Task List > Click 'Review Pending Transactions'.
4) See the transactions are pending.
