Unable To Import Or Configure Goal Plans Without A Person ID

Goal
Is there any way to configure or import a Goal Plan into an environment that does not contain person information? We would like to know if this is possible in an environment that does not include person information.
Our client has a Gold pod that holds all of the production-ready configuration, and the Gold pod does not contain any person information.
We are in the process of migrating configuration to Gold from SIT2 (Dev) and we are unable to configure Goal Plans in the Gold pod. We have found that a Person ID is required to either manually configure a Goal Plan or to import Goal Plan configuration from another environment using FSM. Therefore, we are unable to access the configuration task 'Manage Goal Plans' to configure the Goal Plans manually in Gold. We are also getting an error when importing the Goal Plan, stating that the 'ReqSubmittedByPersonId' does not exist. We have tried using HDL to remove the Person ID attached to the Goal Plan without success, as the attribute ReqSubmittedByPersonId is required.
