Symptoms
On : 11.13.19.01.0 version, Set Up Benefits
When attempting to process Life event, the following error occurs.

This enrollment does not comply with plan rules Employee should have Spouse to elect this benefit. BEN-990461Contact the Admin if you are unable to make the change needed to resolve the error.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Login with user -> Benefits -> Enrollments -> Search Person -> Process Life Event -> Evaluate Life Event
