On : 11.13.18.10.0 version, Quality Issue and Action Management

ACTUAL BEHAVIOR
---------------
Whenever we do search for Quality Issue or Action by default system searches for the issues that are assigned to the user. Even if we try to create a personalized search criteria and save it, next time while doing the search system again try to search for the ones assigned to user.

EXPECTED BEHAVIOR
-----------------------
System should apply custom search if custom search is set up as default search criteria.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are able to search for quality issue based on there customized search criteria.
