Hold Setup Is Inactivated, But Invoices On Hold Are Not Released (Doc ID 2517953.1)

Goal

We are no longer using Invoice holds.  After inactivating AP invoice hold Maximum total amount,  the invoices that went on hold aren't releasing.

Newly created invoices are not going on hold as expected.
