Attachment Category 'To Receiver' Is Not Showing In Receiving Window

Goal
The users are creating purchasing requisitions and attaching receiving instructions to the Receiver by selecting the attachment category "To Receiver".
While creating the PO, the attachments are attached to PO line level(expected behavior).
But when the receiver try to receive the material, no attachments are shown at the receiving window.
