Supplier entry doesn't allow enable multiples sites for 'Income Tax Reporting Sites' in the same Business Unit.
We have a business requirement where a supplier has two sites assigned to the same Business Unit and both are Income tax reporting sites.

ERROR
-----------------------
XXXX  is already a tax reporting site. You cannot define multiple tax reporting sites within the same Procurement BU (POZ-2130066)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Create a supplier with two sites.
2) Assign both the sites to the same Business Unit.
3) Enable both the sites as 'Income Tax Reporting Sites'

Due to this issue, users cannot define multiple tax reporting sites within the same Procurement BU
