Fusion Global Payroll: When Load Bank Accounts Getting Error "A record with this combination of values already exists." (Doc ID 2538183.1)

Symptoms

Trying to load bank accounts and getting the error:

Some employees have added expense bank accounts. Tried to load them after amending profile option CE_USE_EXISTING_BANK_BRANCH to 'Y' and 'N' but same error occurs.

 
The issue can be reproduced at will with the following steps:

1. Downloaded Payroll Batch Loader workbook
Navigator-> Payroll-> Administration-> Batch Loader-> Download

2. Create Batch and load External Bank Account
Task Action Name: Create External Bank Account
Create batch to load bank account numbers.

3. Save and Transfer batch
Get error when trying to transfer the batch: “A record with this combination of values already exists.”
