Autocreated PO Has Incorrect Charge Account (Doc ID 2541590.1)

Symptoms

After updating  to  11.13.19.01.0,  Purchase Orders  created  automatically  (Touchless PO process) are not having the expected charge account derived during the PO creation. charge account is not defaulting per the rules configured in TAB.

The charge account is copied from the requisition charge account and during the PO creation if there is any customization on the TAB rules which needs to override the charge account  then this  does not happen.
