Goal

Request ability to make list a required characteristic but have no target value

When a list is added to Inspection Characteristic, it makes "Target" field mandatory in Inspection Plan. A field like Color appearance can capture values like Yellow, Beige, Tan etc. Since any of the values are valid no target value is needed.
