Error When Clicking on the Camera Icon in the Approval History (Doc ID 2549496.1)

When attempting to click on the camera icon in the approval tree under a Requisition or Purchase Order (PO) action details page, the following error occurs:

An application error occurred. See the incident log for more information.
An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident. 11, Server Domain: FADomain, Server Instance: UIServer_1, Application Name: ORA_FSCM_UIAPP.

Steps to Reproduce:
1. Log in as a buyer.
2. Open a PO or Requisition.
3. Open the Action Details
4. Click on the Camera Icon on an approval participant line.
5. Error Occurs.
