Symptoms

Approval is getting stuck in the PreApproval stage and does not progress to the Header stage level approvals

Steps to Reproduce:
1. Create PO or PR
2. Submit for Approval
3. PO or PR is approved at PreApproval Stage
4. PO or PR should move to Header Stage Approvals
5. Buyer Looks at approvals
6. PO or PR Appears Approved in PreApproval Stage but did not progress to Header Stage
